Wolt and Delivery Drivers — NIPT Registration and Tax Compliance
The gig economy has arrived in Albania. Thousands of drivers across Tirana, Durres, Elbasan, Vlora and other cities earn their income through delivery platforms like Wolt, Glovo, InDrive and Bolt Food. For many, this is flexible, accessible work that provides a real income. But there is a legal requirement that many drivers overlook: every driver earning income through these platforms must be registered as a sole proprietor (person fizik) with the Albanian tax authorities.
Albania Ekonomist has registered over 1,000 delivery drivers and gig economy workers. We handle the entire process — from initial NIPT registration to ongoing quarterly tax declarations — so drivers can focus on earning, not on paperwork.
Why Do Wolt Drivers Need a NIPT?
When you work as a delivery driver for Wolt, Glovo or any similar platform, you are not an employee of that company. You are classified as an independent contractor — a self-employed individual providing services. Under Albanian law, any individual who earns income from self-employment must:
- Register as a sole proprietor (person fizik/tregtar individual) with the National Business Center (QKB)
- Obtain a NIPT (Numri i Identifikimit te Personit te Tatueshem) — your tax identification number
- Pay social and health insurance contributions monthly
- File quarterly income tax declarations with the tax authority
- File an annual income declaration
The platforms themselves do not handle any of this for you. They transfer your earnings, but the tax and registration obligations fall entirely on you. This is not unique to Albania — it is how gig economy platforms operate worldwide. The difference is that in Albania, enforcement is increasing rapidly, and drivers caught without registration face real financial consequences.
The Registration Process — Step by Step
Step 1: Register as a Sole Proprietor at QKB
The first step is registering as a "person fizik" (sole proprietor) with the National Business Center (QKB). This creates your legal business identity and generates your NIPT. The registration requires your Albanian ID card (or passport for foreign nationals), a declared business address and selection of the correct NACE activity code for delivery/transport services.
Albania Ekonomist handles the entire QKB registration process. For most drivers, we complete registration within 24 hours.
Step 2: Tax Office Registration
After QKB registration, your NIPT is automatically communicated to the General Directorate of Taxes. However, your tax profile must be correctly configured — specifically, you must be categorized under the appropriate tax regime. For most delivery drivers, this means:
- Small business tax regime — For annual turnover up to 10 million ALL (approximately €85,000), which applies to the vast majority of delivery drivers
- Simplified income tax — A flat rate applied to net income after deductible expenses
Step 3: Social and Health Insurance Registration
Once registered, you are obligated to pay monthly social insurance and health insurance contributions. These contributions provide you with pension rights, health coverage and other social protections. The minimum monthly contribution for self-employed individuals is calculated on a minimum wage base and is payable regardless of how much you actually earned that month.
Tax Obligations for Delivery Drivers
Income Tax
Delivery drivers registered as sole proprietors under the small business regime benefit from simplified taxation. The key points are:
- Annual turnover 0 - 10 million ALL — Subject to simplified profit tax (currently 0% for turnover up to 14 million ALL under current legislation, though this threshold is subject to change; Albania Ekonomist monitors legislative changes and advises accordingly)
- Personal income tax — If your annual net income exceeds certain thresholds, personal income tax obligations apply at progressive rates (13% and 23%)
- Quarterly declarations — Even if no tax is due, quarterly declarations must be filed with the tax authority
Social and Health Insurance Contributions
Self-employed individuals in Albania pay both social insurance and health insurance contributions. The contributions are calculated as a percentage of a declared income base, with minimum and maximum thresholds set by law. The total monthly contribution for a self-employed person at the minimum base is approximately 9,100 ALL per month (combining social insurance and health insurance). This is payable every month, regardless of actual earnings.
Quarterly Tax Declarations
Every quarter, delivery drivers must file a declaration with the tax authority reporting their income for the period. This declaration is used to calculate any tax liability and to verify that social insurance contributions have been paid. The quarterly deadlines are:
- Q1 (January-March) — Filed by April 20
- Q2 (April-June) — Filed by July 20
- Q3 (July-September) — Filed by October 20
- Q4 (October-December) — Filed by January 20 of the following year
Missing these deadlines results in automatic penalties. Albania Ekonomist files all quarterly declarations on behalf of our clients, ensuring nothing is missed.
Annual Income Declaration
At the end of each fiscal year, an annual income declaration must be filed summarizing total earnings, expenses and tax paid during the year. This is due by the end of March of the following year. Albania Ekonomist prepares and submits the annual declaration for all our delivery driver clients.

What Happens If You Drive Without a NIPT?
Some drivers believe they can avoid registration and operate "under the radar." This is increasingly risky for several reasons:
- Platform data sharing — Tax authorities can request (and are requesting) transaction data from delivery platforms. Your earnings are not invisible
- Bank account monitoring — Regular deposits from platform companies into your bank account create a paper trail that tax authorities can and do examine
- Penalties for non-registration — Operating as a self-employed individual without registration is a tax violation. Penalties include fines for non-registration, back-payment of all unpaid social contributions (with interest) and potential income tax assessments based on estimated earnings
- Loss of social protections — Without registration, you accumulate no pension rights and have no formal health insurance coverage
The cost of registration and ongoing compliance through Albania Ekonomist is a small fraction of the potential penalties for non-compliance. More importantly, registration gives you legal standing, social protections and peace of mind.
Deregistration — If You Stop Driving
If you decide to stop working as a delivery driver, you can deregister your sole proprietorship through the QKB. The process involves filing a deregistration application, settling any outstanding tax and social insurance obligations, and closing your tax profile. Albania Ekonomist manages the complete deregistration process, ensuring no loose ends that could generate future liabilities.
It is important to deregister properly rather than simply stopping activity — if your NIPT remains active, social insurance contributions continue to accrue as an obligation even if you are not earning income.
Frequently Asked Questions
Yes, it is mandatory. Wolt drivers are classified as independent contractors (self-employed), not employees. Under Albanian law, any individual earning income from self-employment must register as a sole proprietor and obtain a NIPT. This applies equally to Wolt, Glovo, InDrive, Bolt Food and any other delivery or ride-hailing platform. Albania Ekonomist completes the full registration process within 24 hours.
Under the current small business tax regime, sole proprietors with annual turnover up to 14 million ALL (approximately €120,000) benefit from a 0% simplified profit tax rate. However, personal income tax may still apply on net income above certain thresholds, and monthly social and health insurance contributions (approximately 9,100 ALL/month at the minimum base) are mandatory regardless of earnings. Albania Ekonomist ensures you understand the full picture and pays only what is legally required.
You need to file quarterly income declarations (due by the 20th of the month following each quarter), monthly social insurance contribution payments, and an annual income declaration (due by end of March of the following year). Missing any deadline triggers automatic penalties. Albania Ekonomist handles all declarations and filings on your behalf — you just drive and earn, we take care of the paperwork.
Yes. You can deregister your sole proprietorship through the National Business Center (QKB) at any time. The process involves filing a deregistration application, settling any outstanding tax and social insurance obligations, and closing your tax profile with the General Directorate of Taxes. It is important to deregister formally rather than simply stopping work — if your NIPT remains active, social insurance contributions continue to accumulate as obligations. Albania Ekonomist manages the complete deregistration process.
